This is a peripheral realm near to my day job. I have a great many friends within the agencies charged with enforcement (esp. the US Fish & Wildlife Service). You're right about the cause of eagle endangerment, Vance, but protected animals are still often taken as trophies, which doesn't help endangered populations. I support the endangered species act and hope/suspect that any zealots within enforcing agencies are tempered in considering evidence and the intent of violators; i.e., actively hunting live eagles is a different degree of poaching than an 8-yr-old girl who finds an eagle feather and unknowingly makes a "dream catcher" with it at summer camp and should be considered as such.
