We could indeed have something like word's section break with a dotted
line all the way of the window, like
..................[Page break]......................................
..................[Start main matter]...............................
or whatever.

Header/footers should be in insets. There is no real need to use a
section break to implement that, IMO. Just place the header/footer at
some place in the text.
