There seem to have been some possibly unintended changes with this commit.

I do not know if this matters to LyX, but it may well matter for lyx2lyx code, which makes a lot of assumptions about exactly how many empty lines there are in various places. (I've tried to get people to stop making such assumptions, but I've not been successful.) Do you know why these blank lines have been removed? It only seems to happen with verbatim and verbatim*.
