It uses

  f.setLatex(LyXFont::ON)

which looks like the thing you want to ban, but I thing it would be
sufficent if this is replaced by something like "color = red".

I don't really understand what is happening with the fonts, but since there
are a few 'if's too much for my taste in the !NO_LATEX stuff, removing
them does not sound bad ;-)
