Unfortunately multiple reboots have not cleared the issue for him.

The steps I have so far recommended and which have not worked are.
1. I have got him to turn voiceover  on and off.
2. I have got him to reboot.
3. I have told him how to get into list view using command 2.
4.  I have got him to navigate to several windows using command shift O for
documents and command shift H for home. Finder busy occurs on all windows
opened so far.

I have  not suggested forced quit as Finder is still responding but
stuttering. So opening a  window will get Finder busy followed by finder
ready.  Interacting will provoke a finder busy then finder ready message.
Even moving the cursor down one file will provoke finder busy finder ready
before the filename can be read.

I am increasingly thinking it is a specification issue if others are not
encountering this level of problems.

I believe he should be able to close the current finder window, which is
causing issues. After doing this, he can try rebooting the computer or force
finder to relaunch itself.
To close the Finder window, try command-w. TO force Finder to relaunch, open
the Force Quit dialog with option-control-escape, and select Finder from the
applications in the list.
I would hesitate to write off Mavericks completely. Apple tech support is
right in that he needs to upgrade, and these Finder hiccups are temporary
and solvable.
