Gordon, Another thing to try that I didn't think of doing justa second ago
is, try creating another user on your system if you can get that far without
going insane! Then log out of your normal user and into the test user
account. then see if it continues. This'll let us know if it's system
wide, or if it's something just with your user account. If, the ladder, I
can try to give you some pointers, if you don't already know them, of how
you might could then migrate your stuff to the new account, then wipe the
bad user once all's definitely been fully migrated.

what happens if you reboot the computer?
What happens if you close all apps then log out and back in?
does this happen if you have any particular piece of software running?
Have you checked your disk for errors when booted in to the recovery consul?
I'm also thinking a key is stuck software wise, like something to do with
the mouse Did you disable the mouse keys with 5 presses of the option key to
see if that works?
This is all I can think of this late at night so good luck and hope that
gets you on the right track.

Now and then, if I forget to use the modifier key, kind of system window
