Well, I can vouch for VPC.
My Mac box runs OSX/OS9 and VPC (works with both in v5 just fine).
The VPC emulator has Win95, Win98, DOS, and XPpro virtual machines.
I also have an AMD Athlon950/256MB RAM box right beside it that dual boots 
Win98 and WinXPpro.
Both computers are mine and I administer everything (the wife needs a Win 
box for her work. It's mostly PowerPoint presentations. Her presentations 
render perfectly on my Mac under both Office 2001(OS9) and OfficeX (OSX) )
.

I have never run across a site that didn't render in VPC exactly as it 
does on the "real" windows box. Whether it's banking, javascript, or 
whatever; VPC does the job and does it better than the "real" machine does 
(easier to configure, boots and quits faster, much fewer "you computer has 
recovered from a serious error" messages).

MacOSX's implemetation of Java is near perfect (you couldn't say that for 
OS9's); it's the OS Sun currently recommends for Java developers.
