In Safari (2.0.2) I do get the full image (though, it's pretty
pathetic... some nutjob whinging self-righteously about his trials and
tribulations with Canada Post (which apparently were resolved a long
time ago)).

Have you tried clearing the cache? (command-option-e) Or, Resetting
Safari (Safari menu)?

Alternately, try Camino. It's a Gecko-based browser that's fully
Macified (or, if you prefer  the thought of FireFox, FireFox (with
their latest release the Camino project has one-upped FireFox... it's
kind of neat... even though Mac OS X is a much smaller platform than
Windows, we do have a higher quality browser selection than our
Windows compatriots :-) :-)).
