I have a D-Link DI-704 router that I'm using to share a cable modem
connection.  The router also has a standard 9 pin serial port on the back,
and you can connect a standard external dial-up modem to it, either as a
main form of internet for your network, or as a backup for when your
cable/DSL goes out.

I haven't tried using a dial-up modem with it, but everything else about the
router works fine, and it was only $10 or so on eBay.
