Version 4.1 was designed to support formats through TIGER/Line 1998. If the 
necessary record types for a particular import (e.g. block groups) have not 
changed in format, then you can do that import with later TIGER/Line files. 
Version 4.2 supports formats through TIGER/Line 2000, so you are safer with 
that version.

The best source for file format changes is The TIGER Page 
(http://www.census.gov/geo/www/tiger/).
