If I may speak for Cockburn... He says that the Civil Rights Act of '64 is a non-issue, one that will never come up for debate in the Senate, and I think he may be right. The one thing the ruling class of this country does not want is a frustrated and angry black middle class, a group, that when organized galvanizes not only those blacks economically lower on the totem pole, but whose oppression is a symbol for anti-imperialists throughout the world.
