It was the Comintern "Leninists" who urged the underground Communist Party of 
America (CPA) to become a public organization in 1921.  The US communists were 
split until the Third Congress of the Communist International: The US party's 
foreign-language sections forming the backbone of the CPA and insisted on 
underground operation; the other faction, the Communist Labor Party (CLP), was 
made up mostly of native-born socialists who wanted to continue the tradition 
of the Socialist Party of America of open labor-union organizing and election 
campaigning.  The "Leninist" leadership of the Comintern agreed with the CLP 
faction in 1921 and helped the fledgling US party through influence and 
persuasion, according to James Cannon, a leader of the CLP.

Seven years later, in 1928, the Comintern unilaterally expelled the two 
factions that made up the party leadership, along with most of the party 
experience, because the leaders backed Trotsky or Bukharin rather than Stalin.
