I cannot find any evidence, Gojko, that there was a quota for arresting or 
executing foreign communists, although many perished during this period. More 
than a half-dozen CPUSA members were executed by Stalin's regime in the late 
1930s. This included a prominent Black American from the US who formed the 
American Negro Labor Congress, Lovett Fort-Whiteman. There was also Harry 
Freeman who moved to the Soviet Union with a group of Black auto workers.

It looks like there was a campaign against foreign communists, but I don't know 
of any evidence of a quota or even a plan that emanated from Stalin.
