It's a "cancel" message.  Basicly you send out the cancel message which
references the Message-ID.  When your cancel message reaches each server,
the server deletes the message with the specified Message-ID.  However,
not all servers are configured to accept cancellations because anyone can
cancel any message.  For more information, read the relevant RFC.
