You strike both sides of the casting (steering arm), at right angles to the
tie rod bolt, simultaneously with heavy hammers.  This momentarily distorts
the metal around the bolt and it should unfreeze, after the third, fourth,
or tenth percussion!.
Alternatively if you only have 1 heavy hammer, hit the same spot  on the end
of the steering arm so the force travels down the arm and its resistance
acts as the second hammer.
