Check what jets and emulsions the carbs have in them and let us know. I have two sets of jets for my 45's. One for coast altitude and one set for over 1000m altitude. Its hard to feel the difference running around (my) town on either set but u can really feel the difference on a racetrack and the fuel economy! The thing is when you look at the numbers on the jets they don't seem to run sequentially or have relevance.. ie  on one set I use #195 main jets and on the other set I used #145 main jets    BUT they work fine. Does the engine run at all? Did the carbs come off a similar engine?
