Uhm...actually, the current no-bid contracts with Halliburton were carried out in 2003. I don't think Clinton was still in office, then. ;) (See http://www.cnn.com/2004/ALLPOLITICS/06/01/cheney.halliburton/) It amazes me that Republicans still haven't seen a problem they can't find a way to blame on Clinton, even after he's been out of office for over five years. I thought they were supposed to be the ones who were against shifting blame and the "culture of victimhood."
