There isn't just a keyway through the wheel? Can't just get a piece of key at 
the hardware store and drive it through?

A friend of mine had a mower that the keyway rotted off the axle, I was mowing 
his lawn and ended up rolling down a big hill backwards when that wheel lost 
all traction... I ended up using about 4" of key to get enough connection to 
make it work...

Looks like my problem is the 
transaxle after all; I removed the rear
wheels and found that the 
woodruff key that locks the wheel hub to the
axle were sheared off on
 one side.  The other side doesn't look much
better off.

Problem
 is the keys seem to be welded to the inside of the hub.  I can't
drive
 the remains out because the axle shaft is only about 5/8" diameter
so
 I can't really get anything inside the hub, nor do I see any good way
to
 weld in new keys even if I could.

I'm tempted to just weld the 
hubs to the axles.  If I ever need to
remove them I can grind off the
 welds.
