The Oklahoma DMV is run by private businesses - that are the fiefdom of the State Senators. They are arguably as bad or worse than any other government office in the US. I don't think being a gummit employee is the issue. I think it's being an employee of any bureaucracy period. Insurance and hospital bureaucracies rank the worse category as well.
