Get a used Technics SL-1950 on eBay and a new Shure M97 cartridge for it. If the Technics is missing its feet (they usually are) buy some foam at a fabric store, cut it into strips, and use a small bubble level to get the turntable perfectly flat. Adjust the tracking weight per Shure's instructions. Probably about US$250 all together. You'll be amazed. (Not as much as if you got a better used receiver and speakers too, but still, this is a great-sounding setup for the price.)
