Chimney top dampers have a stainless steel cable that runs up form the fireplace to a damper sealed to the top of the flue. Since they don't get really hot, you can use a gasket of some sort there and seal the damned chimney when you don't have a fire in it. Even proper cast iron dampers don't seal really well, winter or summer.

One of ours is missing, broke years ago and fell out. We do have fireplace doors installed, but thats not really a good seal.
