There is no education system that can teach someone to think. Either they will, or they won't. The education system can give those who are capable the tools they need to not have to re-invent the wheel. The rest can only be made to be (hopefully) functional enough to do what the thinkers want them to do. It has been this way forever - it's the human condition.
