I learned at a rather late age that there is a difference between
teaching and educating. I had been taught for many years in the
"teaching" system and did well. When I was being educated it was quite
a shock, though I guess I eventually benefited from it and did OK but it
required considerable struggle.
I fear most chirruns are taught, and those who are educated will be the
ones who lead, though some can make a transition despite the teaching
system. I think the parents are a big part of the key to being
"educated." YMMV.

Moved to centralized financing
then to Federal control and manipulation
