The pipeline would have terminated at Cushing, OK - right in the center of
the current record breaking earthquake activity - how safe is that for a
pipeline?  There is no "safe" way to move large quantities of anything, so
you make your choice and live with the consequences. Isn't the option they
are taking now to pipe or ship the oil to the Canadian west coast?
