I will call the DMV this afternoon. There is a Carolina title, just still in the previous owners name, but signed over and ready to go. If it looks bad at all I am going to pass. Thanks Dan!
Curley, I will email him back and ask if he will do that but if he didn't do it in the past 2 years, no reason to expect him to get off his rump and do it now...
