I had a similar issue with my 1962 300SE that came out of California. And all I can say is that if you haven’t ever dealt with the CA DMV, you’re a very, very lucky person.
I walked into the Florida tax collector’s office with a bill of sale and a letter from the attorney who probated the estate the car came out of stating that the car was a part of an estate they had power of attorney for the owner and that they were conveying ownership to me. The folks in FL couldn’t have cared less. No CA title - no title in Florida. Went back to the attorney who told me “tough beans” and ultimately the State of CA. Essentially they said that the only way I would get a clear title was to pay the 5-6 years worth of non-operation fees and penalties (in person!) That was about $1800 at the time. Yeah. I ended up paying about $500 to a company in Alabama that washed the title and sent me a clean AL title in my name.
