it is so that in normal resting position, there is no torque on the rubber.  Normal running will then twist the rubber one way or the other.   If you tighten them down in full down position, the rubber is always torqued at rest, and overtorqued at full compression.   It is only at rest when you are doing a bullitt and have the car flying through the air.

That is exactly correct.  It comes from every WSM I have owned.  They want the rubber to be in the driving position - I used to know the complete reasoning but it's lost in the Way Back Machine.
