The Pi CPU is that of a cell phone.  With the right software it could
certainly do the job, and be fast-booting and low power as well.  You'd
want the A variant, or a Zero, to avoid unused hardware parasitics.

How are you at bare-metal programming?  You'd have to replace
_everything_ with your own custom software.  Not a road for the
faint of heart.

Better to use an Arduino, which is aimed at exactly the kind of
project you are talking about.

But a 555 is cheaper, simpler, and easier, if you're not going to add
features to the original AC system.
