I don't know about VA, but if I were him, I'd check out Pentagon Federal
Credit Union to see how they compare to VA. Usually FHA and VA aren't
a good deal unless your credit stinks and you can't get a top tier rate
from a normal lender. 

If he can put 20% down and pay off the rest in ten years, Penfed will
do a no fee home equity loan for 4.99% fixed. Otherwise, have him check out
