I believe the process of obtaining the US SSL package is automated, so if
you're not getting a response you should recheck that you followed the
procedure correctly.

*You* fail to understand the problem if you think the US government has
anything to do with the problem. The US government only restricts the
*export* of crypto code, not its use, and even that is no longer true if
you fill out enough paperwork. The only difference the lack of export
restrictions would make is that the International SSL code could be hosted
on Holger's server instead of Vapor's.
The real issue with the two versions comes from the RSA patent and the RC4
"trade secret". Using the international SSL code in the US is perfectly
legal as far as the government is concerned, but has the potential for a
lawsuit from RSADSI.

That's because companies like Microsoft and Netscape can afford to pay
huge licensing fees to RSADSI.
Note that the RSA patent expires in September, leaving RC4 as the only
issue.
