For IE and Netscape, users pick the encryption level they want when they
download the program (the encryption is incorporated directly into the
browser), and the server validates the IP address and then
allows the download of the high encryption version if that is what the
user selected, and the IP address matches the allowed list (ie,
generally, the user is on a LAN in the US or Canada).
Holgar elected to separate the SSL modules from the main archives for
several reasons, I would imagine, not the least of which is to optimize
download speeds for the archives, and to allow the SSL components to be
updated independently of the main stack (remember that on the Amiga,
developers can take advantage of the SSL module written for Miami, whereas
there are separate encryption implementations for dialup networking and
the browsers on WinDOZE machines, and a change in encryption requires
the installation of a new version of the program).
