No, the registration fee is just for Miami. MiamiSSL is a free add-on
which happens to be available only to registered Miami(Dx) users.
Browsers with their own SSL code work just fine without it.

The key word here is "download". The US SSL module is delivered by email,
not by download. Some ISPs discard emails larger than a certain limit,
perhaps without even sending a bounce message.
