DHCP is better for the average dumb guy who doesn't know what IP address
and netmask mean; just plug in and go. Of course such a guy is running
some sort of Windows on a PC, where DHCP is usually the default
configuration (or at least you are asked if you want DHCP during
installation of the system and you just have to answer yes).
Static is better if your IP address is indeed static ;) because you spare
the time needed to query the DHCP server for your IP address and stuff; it
might also let you go online even if the DHCP server is temporarily down.
However, if your address is actually static but your ISP doesn't guarantee
so, it could happen that it (he?) reconfigures its network for whatever
reason and you need to change your address. With DHCP that would be
automatic.
