It wouldn't be by the IP, that they'd know, but the connections to you.
It's also possible that they could check for HTTP servers, etc., when you
log in.

They'd be able to monitor incoming traffic, if they wanted. And that's
the main issue that they're probably going to pick up on, the amount of
data traffic to one IP (usually one that's only got a low bandwidth
capability, too).
The other problem caused by users running servers, is one that I mentioned
in a previous letter: If users get dynamic IPs, and they run a server;
other people will end up, at some time, trying to re-connect to the server
when that person isn't on-line (or has changed IPs), and end up annoying a
completely different user.
