What you have is not for a RAM pump.

You want to keep a "reservoir" below the river  bed from filling up.
Ram Pump, in this case, can not be used specially for 200 liter/second and
the set up is not available  for extraction by the ram pump

200 liter/sec raised 2 meters to the river level will need a minimum of 200
* 2 * 9.81 = 3.942 KW of NET energy , then one needs to divide by the
efficiency of the PUMP also, the 2 meters will require a multiplier to cover
heights changes.

If the river has 3 M^3/sec with 1 meter head,  then using one 1/3 of the
river volume = 1 M^3/sec one may produce around 9.81 KW GROSS watts to drive
pump with 200 + liter/sec.

Since the physical arrangement is not described, it is not possible to offer
other solutions to the problem at hand.

This is just generalities for possible attention for other solutions.
