A pulser pump might manage it. The pulser pump would run continuously but you can arrange for it to be running "dry" most of the time. I do not know if it would do the 200 liters per second though. 150 continuously should be possible on your site. It has not been researched yet on that scale as far as I know. You might need an oil indudtry engineer to help.
