ERIC The siphon effect is done by the water movement and the end of the pipe, in the river, needs to be several meters below the water that needs to be siphon into the river, it is a delicate set up, some times the pipe needs to have an appreciable length to produce enough vacuum to raise the water those to meters, around 2 to 3 times the differential vacuum column.
The siphon effect is limited to just one atmospheric pressure ( less than). Many years ago, I saw the set up where the pipe river end was around 100 meters down river from the area that was being siphoned, one could hear the Whiz when the pipe did not have water being moved, because the water level was below the pipe edge Remember water movement is important, slow water may give disappointing results. Try it with a hose, placing a large "funnel" to the hose end in the river.
