Thanks for your suggestion, but we find that if you run a hotspot system
serving an entire city, and you have a help desk, then those login errors
will become trouble tickets and you will still have to deal with them.
Being proactive when possible helps build customer satisfaction.  

Our AAA/RADIUS is managed by a 3rd party, so I don't really have the option
of setting anything to happen there,

I think it's a problem of the user to fill the correct user/password. Or use
only capital letters..

You can make a small writing for help writing use capital leters, blabla as
we give you your username/pass.
