Minisforum GS-01 barebones + adding an mlx6 card is going to be best low hassle option (native x16 slot). If you are ok with an x4 NVME to x16 Adapter board then any of the Topton ryzen 7000 refit models will get you there in the sub 500$ range x4 nvme to x16 on a PCIe4 native chipset will get you dual 25Gbit without crapping the bed.
