In short this is just the selected governance model, whether we like it or not, and so far it has produced results, so the old saying goes "if its not broken, don't try to fix it" but certainly there are other governance models<http://www.business.ualberta.ca/tcc/documents/TII_3_OMahoney_Ferraro_final.pdf>
I don't think that anybody is questioning the quality of the code that the project delivers, but yes in an open community there will be punks that do not know how to code an OS and most of them have survived, maybe even without using that strong language.
