You're correct. No "correction" needed, but I have some ideas
that might be useful...
Anyhow, the TVOne CTB-0530T is $760 and that might be a little
more than most folks are willing to spend. BH Photo is a good place,
I've had good service.

Ah, low-budget eliminates a real TBC (8bit TBCs run in the $750-$850
range, and 10bit TBCs in the $1100 and up range).

Correct. The signal needs to be stable _first_ so that the capture
card can get the data _to_ the software.
VHS decks have horrible sync/timing stability. It's a wonder
a usable picture is obtained ;)
THere are a number of inexpensive "signal stabilizers" around -
something like the Sima CT200 for $80 would almost certainly do
the trick. Hit the http://www.bhphoto.com site and put CT200 in
the search box.
