A stuck thermostat will also keep the coolant at the bottom of the
radiator, where the sensor is screwed in, from getting hot enough to turn
the fan on.
Eventually the water gets hot enough in the bottom of the radiator, but
usually it is too late.
If it still overheats when you drive it down the road, it is not the fan.
It is some kind of blockage, radiator or stuck thermostat, or the water
pump is bad.
The water pump belt is still on there, right?
If the fan switch was mounted closer to the top of the radiator, it would
turn the fan on earlier when the thermostat was stuck. Some Volkswagen
radiators have it halfway up, but most of them have the rad fan switch
towards the bottom of the radiator right below the battery.
