Yep. If you drain the system and then simply fill it until it won't take any more, you will find that there is very little air remaining. When I redid the cooling system in my GLI last year (pretty much everything but the radiator and the overflow tank replaced), I started it and let it idle. Once the thermostat opened, I recall needing to add somewhere on the order of a pint (1/2l for you metric folks) to the overflow tank. Barely worth worrying about, in my book.
