As Alex noted there is are differences between "build date" and model year.
In the US, the model and calendar year are not the same things. The build
date can be found on a sticker on the driver's door jamb. On my 1990 GLI,
for example, the build date was 12/89.
Historically, VW has made most of its running changes at the beginning of
the calendar year. Thus, the big bumper A2s (excluding Wolfsbergs) were
produced starting 1/90. I'm not sure how it works today. For example, a
slew of running changes to the B5 Passat and the A4s were introduced in
September, the beginning of the US model year.
Does anyone know whether Europe/Germany has the same model year beginning
and end as the US?
Also, the surest way to determine the model year of your car is to check the
VIN.

I'm not sure that I follow you here. Are you saying that a 90 car built
after the end of the 89 model year would be sold as an '89? Mine is built
12/89 and is registered as a '90. What's your VIN?

This would explain the existence of '86 16V cars, which might have
actually
been built in very early '87 or very late '86.
