The numbers I've seen say that about 2/3 of the outfits which were certified
inspection stations under the old system have bitten the bullet and
installed the dynos. I know that my local (privately owned) Sunoco station
has done so.

You are correct; however, I'm unaware of any private shops that have

this bullet.  And it's a big one!  Being a fellow NJ resident, I'm sure
you've been reading all the horror stories about these inspections:
waits of
up to 6-hours, damage to some cars (one woman claims that the guy
running
the dyno caused her motor to blow), unheated waiting rooms.

I think that we'll see private stations over time, but right now it
seems to
be exclusively in the hands of the state.

at a
private
        shop. Yes, the shop needs to have installed the (approx $50k)
dyno
and
        associated computer stuff, but it is still an option and the
inspection will
        be good for 2 years, same as the state stations.

        I live in the People's Republic of New Jersey.  ;-)

        In the past we were able to get our cars inspected in privately
run
        shops.
        As of this year, however, we have the expanded inspection.  You
know,
        the
        one where they your car on a rolling dyno and take it through a
cycle of
        different speeds/loads.  As a result, all motor vehicle
inspections
will
        be
        performed by state shops.
