Agree with you, a phonics program and spelling program are 2 different things. Also phonics alone does not teach tkids to read, not even Orton Gillingham. Words Their Way has never been promoted as a reading program or phonics program but can compliment any reading or phonics program with proven researched results, just take the time to look it up.
