Ok so I will do this on some systems I have access to.  Even if I do
configure with --enable-cxx I see this it all the make check outputs:

make[4]: Leaving directory `/nar_sfs/work/jeffg/mpir-1.0/tests/cxx'
make[3]: Leaving directory `/nar_sfs/work/jeffg/mpir-1.0/tests/cxx'
Making check in mpbsd

make
make[4]: Entering directory `/nar_sfs/work/jeffg/mpir-1.0/tests/mpbsd'
make[4]: Nothing to be done for `all'.
make[4]: Leaving directory `/nar_sfs/work/jeffg/mpir-1.0/tests/mpbsd'
make  check-TESTS
make[4]: Entering directory `/nar_sfs/work/jeffg/mpir-1.0/tests/mpbsd'
