I may not have a great long term memory either, but I
do know that when I attended my first Ward 2 endorsing
convention in 1989, the council term was for four
years. It switched in either '85 or '89. The reason
this wasn't an issue in the 1990 redistricting is that
the map wasn't finalised until 1992 and then the next
council election was the following year.

The staggered elections stuff came up in the 90's,
well after the terms were switched to four years, and
had nothing to do with redistricting.
