HF2593, requiring city council elections in 03 passed its second
committee in the House and is now on the House Floor. Rep of the city
council said that the Council had no position. Dean Zimmerman came and
opposed it because it didn't cover the Park Board Districts and because
it was after the election. It is interesting that Bloomington, which has
exactly the ordinance we would like, only got theirs after a citizen's
suit
