IMHO, the request for "references" was just a ruse to expand his contact list.

For example, I have never needed a reference up until this year. The other day an employment agency asked me to provide him with 6 references even though he did not have anything for me at all. He wanted to check with all of my references beforehand. I just ignored and did not deal with him.
