IMHO, the request for "references" was just a ruse to 
expand his contact list.

I agree with Chris when he says that the contracting
agencies are taking advantage of the situation. For
example,  I have never needed a reference up until
this year. The other day an employment agency asked me
to provide him with 6 references even though he did
not have anything for me at all. He wanted to check
with all of my references beforehand. I just ignored
and did not deal with him. He called me a week later
for a contract and immediately submitted my resume
WITHOUT the references

My personal opinion, based on what I have been
hearing, is that the situation is not going to improve
much in the near future   NOT  as long as the
off-shore-cheap-labor exists
